Looking at this I can't help but be taken back by how much money a they can toss around. I imagine that if I started a nonprofit it'd take me years to gather 150K. I'd darn sure notice if someone pilfered that much before it drove me to bankruptcy.

Do the trustees of a charity have an obligation to blow the whistle if they think something odd is going on with the finances? Are they guardians of the public interest with a duty to pursue that interest? Does resignation as a trustee mean that any such obligations are dissolved?

There does appear to be a discrepancy in the post hoc descriptions of the supposedly longstanding plans to wind up the charity and its behaviour in the relevant recently prior period and as an observer of these events, I'd like to know that the trustees are being made to explain this.

Actually I may have been talking rubbish above. Looking at their 2005 accounts it turns out that the DoH agreed £900k of funding spread over three years, finishing March 31st 2008. Based on that clearly this was decided in advance, and perhaps the smaller figure represents funding for part of the year.

Interesting comments from the accountant. I think we can answer one of the questions:

"The only restricted income that they get is from the DoH, and the payments received for Regulation of complementary therapies fell significantly from 300k in 2007 to 120k in 2008. You may well know why this happened, but I couldn’t find anything in the accounts to explain it, nor in your posts."

Of course this is when the CNHC project budded off from the PFIH, and the DoH aren't going to continue paying both to do the same job, so the money was cut from the PFIH and went back to the CNHC.

"...the behaviour of the charity has suggested it was business as usual, right up to the last minute."

Their monthly newsletters are still available on their website, and as far as I can see contain no hint that they were planning to close down. The February 2010 issue announced that they were to move their headquarters into central London, and the March issue (the final one) says this move had been completed. Both issues were still plugging their conference and awards. In March they joined Facebook.

Lovin' their 'Values' (page 4):

"We are not beholden to any vested interest - honesty, transparency and accountability underpin our work."

Wrong on several counts, it would seem.
